Vacant Unit Rebate Stakeholder & Public Input Meeting

The County of Peterborough, in conjunction with its constituent Local Area Municipalities, is seeking feedback related to the reform of the property tax reduction and rebate program that currently exists for vacant commercial and industrial properties. Those wishing to provide input on these matters may complete an online survey.
Under the current program, owners of commercial and industrial building have been able to apply for a partial property tax rebate if all or part of the property was vacant for at least 90 consecutive days. This rebate program was introduced in the late 1990’s.
While conceived as a program to address temporary and sporadic conditions, many properties remain eligible for years at a time or indefinitely, thereby receiving ongoing vacancy rebates while also realizing assessment based reductions that reflect persistently low occupancy rates.
Within the County and across the province, municipalities have found the program to be difficult to manage, budget for and administer. While this is a business benefit, the cost of the program is being subsidized by all property classes in the County and is not available to other types of properties.
County and area municipal staff have recommended that the program be eliminated based on the limited benefit it conveys as well as the high administrative costs ultimately carried by all taxpayers. Input regarding the potential implications of this change is being sought from landlords, business owners and members of the general public and will be used (among other sources) to inform the final decision making process.
The County of Peterborough and its local area municipalities are seeking public input in regards to the potential elimination, by December 31, 2020, of a property tax rebate program for vacant commercial and industrial properties.

A public meeting will be held on Thursday September 13, 2018 at 6:00 p.m. in the Council chambers of the County of Peterborough at 470 Water Street, Peterborough, Ontario. County staff will hear in-person or by Counsel, solicitor or agent, any person who applies to be heard.
